The “Operational plan for the care of the migrant population in the face of COVID-19” and its implementation in shelters for migrants in Tijuana, Mexico

Abstract

Due to its geographical location, the city of Tijuana, Baja California, welcomes hundreds of migrants daily, which, derived from the recent restrictive asylum policies and the closure of borders due to COVID-19, have been forced to remain in this locality indefinitely. In this scenario, where the government’s capacity is exceeded to provide them with the minimum necessary care, shelters have become an essential actor in meeting these needs. Therefore, this work seeks to explore how the different migrant shelters in the locality have implemented the action protocols and the operational Plan for the care of the migrant population in the face of COVID-19, emphasizing the support they have obtained from different international organizations, as well as civil society to cope with the pandemic.

Actualmente es profesora-investigadora en el Instituto de Investigaciones Sociales de la Universidad Autónoma de Baja California (UABC), México.
